The 10th IPAF Summit & Conference on Non‑Performing Loan (NPL) Management and Financial Stability in Emerging Markets will take place on 12–14 August 2026 at the Astana Congress Center, Kazakhstan. Organized by the Asian Development Bank (ADB), the Ministry of Finance of Kazakhstan (MoF, KAZ), and the Fund of Problem Loans (FPL) JSC, the event will explore the evolving landscape of NPL management and financial stability in emerging markets. Through a series of high‑level panel sessions, the conference aims to foster collaboration and share policy lessons that strengthen institutional resilience and market transparency.
The first session, Drivers of NPL Formation and Early Warning Systems, will examine how macroeconomic shocks, regulatory distortions, and supervisory innovations shape NPL cycles. The second, Institutional Readiness for NPL Resolution, will focus on reinventing the role of asset management companies (AMCs) and integrating private capital into recovery ecosystems. The third, From Transparency to Liquidity, will highlight the development of secondary NPL markets and the transformative role of digital platforms and emerging technologies such as AI and blockchain.
Together, these sessions will provide a comprehensive view of how emerging economies can transition from crisis response to sustainable market development. The conference will bring together central bankers, regulators, AMC executives, investors, and technology experts to exchange insights and build a shared vision for the next decade of asset management innovation in Asia.

Prior to joining ADB in 2026, she was a Senior Economist in the Financial Sector and Market Analysis Division at the European Stability Mechanism, where she led modelling work on bank resolution scenarios, contributed to country missions, and developed macro-financial frameworks for country risk assessment. She previously worked in the Financial Stability Department of the Central Bank of Malta, contributing to macro stress testing frameworks, IMF Financial Sector Assessment Program, and ECB stress testing working groups.
Her research focuses on financial integration, banking sector resilience, and the development of early warning models for crisis prediction. Akbobek Akhmedyarova is Director of the Economic Modeling Department at the National Analytical Center, Nazarbayev University. She specializes in macroeconomic modeling and applied econometrics with a particular focus on using quantitative methods to understand economic developments and assess policy choices.
In this work, she has developed forecasting, macroeconometric, and DSGE models for Kazakhstan and other Eurasian economies and has contributed to projects for the World Bank, the National Bank of Kazakhstan, and GIZ. Her research has gradually expanded from macroeconomic and financial analysis to sector-specific questions in housing, healthcare, and energy. More recently, she has studied exchange-rate pass-through and pharmaceutical price regulation.

Irman Robinson serves as the Executive Director and Head of the Department of Macroprudential, Monetary, and Market Surveillance of Bank Indonesia, where he leads the banking supervision in Bank Indonesia. His primary responsibilities include integrating banking supervision on macroprudential, monetary, market, as well as payment system, and developing supervision framework and suptech. Prior to his current role, Mr. Robinson served as Director of the Macroprudential Policy Department, with primary responsibilities include formulating policies and regulations aimed at sustaining financial system stability and fostering initiatives to promote green transition within the banking sector. Mr. Robinson has more than two decades of professional experience spanning central banking financial institutions supervision and macroprudential policy, that provides him strong and deep knowledge of the financial system stability.
Mr. Robinson attained his bachelor's degree from the University of Indonesia and completed his graduate studies at the London Business School. Prior to joining Bank Indonesia, Mr. Robinson was a senior auditor at the Ernst & Young Indonesia. Over the course of his professional journey, he has been entrusted with assignments in various authorities and international organizations. Notably, from 2017 to 2020, he worked at the Monetary and Capital Market (MCM) Department of the International Monetary Fund (IMF), and actively participating in numerous Financial Sector Assessment Programs (FSAPs) as a stress tester and macroprudential policy expert. Preceding this, in 2013, he undertook a secondment as a frontline supervisor at the Australian Prudential Regulation Authority (APRA). Mr. Robinson is a Financial Risk Manager (FRM) holder and his professional proficiency centers on systemic risk and financial stability. Minjae Song has spent more than two decades at KAMCO, Korea's sole public asset management company dedicated to non-performing loan resolution, working across the full spectrum of distressed asset management — from crisis-era workouts to today's market-building initiatives.
He currently leads a KOICA-funded project to develop an online platform facilitating NPL transactions in Vietnam, alongside KAMCO's broader international cooperation agenda of advisory work, training programmes and institutional partnerships. This builds on his earlier role operating oncorp.or.kr, a marketplace connecting distressed Korean companies with investors, and on structuring machinery-backed NPL purchases and a KRW 50 billion sale-and-leaseback programme to strengthen corporate balance sheets.
Internationally, he served as team leader of an ADB technical assistance project (TA 9320-MON) advising the Bank of Mongolia on establishing a public AMC, and as a lecturer and consultant in an EBRD capacity-building programme for a Kazakh financial institution. He earlier managed a USD 79 million cross-border NPL portfolio from Guangzhou, China, recovering 110% of the original investment.
He holds an MBA from the University of Notre Dame and a bachelor's degree from Sungkyunkwan University and has passed the U.S. CPA and CMA examinations.

Yergaliyev Sanat Yergaliuly has been working in the structure of JSC "Problem Loans Fund" since 2015, having risen from a specialist to the Head of the project analytics and agency services division.
Currently, S. Yergaliyev is Head of the project analytics and agency services division of the Department of Claims and State Guarantees. He leads operations regarding asset acquisition—including the analysis of assets acquired by the Fund, the implementation of State Programs, project analytics within the Department's scope of financial rehabilitation and asset recovery—as well as the servicing of projects financed by non-state sources under state guarantees.
He ensured the implementation of the Mortgage Housing Loans/Mortgage Loans Refinancing Program, the Decree of the President of the Republic of Kazakhstan on writing off the debts of citizens of the Republic of Kazakhstan, and the Rules for the Payment of Compensation (Premium) on Individuals' Deposits Placed in the National Currency by developing documentation and reporting forms, monitoring compliance by banks with the Program conditions, and participating in National Bank of the Republic of Kazakhstan audits regarding second-tier banks' fulfillment of Program requirements.
He participated in the rehabilitation of the banking sector of the Republic of Kazakhstan through the acquisition of second-tier banks' assets and the subsequent administration of these projects, which provided substantial support to the agro-industrial complex of the Republic of Kazakhstan, preserved jobs, and maintained the stability of the country's economy.

Santiago Casado Soriano has over 20 years of experience in real estate, investment & asset management, and financial services, he has consistently driven sustainable growth and transformation across the companies he has served. He has led large teams, championed innovation, and built long-term client relationships.
He began his career in real estate at Knight Frank before spending seven years at Savills, where he advanced through several roles and ultimately became Head of Portfolio Valuation within the Asset Valuation Department. In 2014, he joined Alantra’s newly established Distressed team, contributing to its growth and consolidation into a market leader.
In 2017, he moved to Copernicus, an asset management company for investment funds, where he supported significant business expansion, including entry into Italy and Peru. He later joined Deloitte to strengthen its Real Estate division, focusing on logistics and housing. In 2022, he became part of Intrum, managing the NPL division and working with major financial institutions such as Sabadell, Santander, CABK, BBVA, and SCF.
As Intrum’s Director of NPL for Spain, he oversaw a portfolio worth €15 billion and an annual revenue business of €80 million, while also serving on Intrum’s Global Operations Team to advance simplification and digitalization initiatives.

Li Chuanquan holds a PhD in Finance from Fudan University and an MA in British and American Literature from Tsinghua University. Currently, Dr. Li serves as General Manager and Chief Strategy Officer of Zhejiang Zheshang Asset Management Co., Ltd. He also serves as Dean of the Zheshang Asset Research Institute and Co-Dean of Zheshang Asset Management College.
Dr. Li has extensive management experience and a profound understanding of NPL management. In addition, Dr. Li serves as a postdoctoral supervisor at a postdoctoral research workstation, where he supervised the first postdoctoral researcher in China’s local AMC sector. Besides, Dr. Li has held key positions in various enterprises and financial institutions. Dr. Li also has extensive research experience in various fields including securities, trusts and asset securitization. Burkhard is Co-Founder, Director and Chief Technology Officer of Accuria Ltd., the London-based loan marketplace and analytics platform formerly known as NPL Markets Ltd. He leads the development of solutions for loan valuation and trading, credit portfolio management, and securitisation reporting.
Burkhard serves on the European Commission’s NPL Advisory Panel and has advised the Asian Development Bank and the World Bank on non-performing loan market efficiency and digital transaction platforms. He brings 13 years of international investment banking experience and 16 years as an entrepreneur. He has published research on the application of agentic AI to NPL due diligence, workout strategies, and credit modelling.
Previously, Burkhard co-founded Open Source Investor Services, a Dutch fintech company, where he advised major US and European financial institutions on loan data quality, valuation, and credit risk models. Earlier in his career, he was a Managing Director at Bank of America Merrill Lynch in London, responsible for arranging credit risk transfer transactions and NPL investments for financial institutions across Europe. He has structured several award-winning inaugural securitisations involving non-performing, project finance, aircraft, and shipping loans.
His expertise spans credit data, portfolio optimisation, risk and valuation modelling, non-performing loans, securitisation, and synthetic risk transfer.

Evgenia Bogdanova brings over 25 years of experience in international financial markets. Prior to joining AFSA, from 2019 to 2024, Evgenia led Regulation & Compliance at the Astana International Exchange (AIX), supervising listing of financial instruments, market conduct of AIX trading members, developing the regulatory framework for AIX market participants and enforcing compliance. She also oversaw AIX Group’s corporate governance, risk management and internal audit functions, and played a key role in supporting AIX’s accession to the World Federation of Exchanges (WFE).
From 2007 to 2019, Evgenia headed the Legal Department and Group Corporate Governance function at investment bank Renaissance Capital, advising on international securities transactions, mergers and acquisitions and privatization.

Prior to joining EBRD, Olga Ucoz held senior finance positions at Dünya Varlık Yönetim A.Ş., one of Türkiye’s leading NPL investors and servicers, where she gained extensive hands-on experience in distressed asset acquisition, management, and resolution. She was also involved in a broad range of corporate restructuring and turnaround projects undertaken under the Reform Kurumsal platform, supporting financial and operational restructuring processes for corporates facing financial distress.
