The 10th IPAF Training Seminar will take place at Novotel Hotel on 14–15 May 2026 in Ulaanbaatar, Mongolia, co-organized by the Asian Development Bank (ADB) and the Mongolia Asset Management Corporation (MAMCO). This hands-on program strengthens the operational and analytical capacity of IPAF member institutions in managing personal, retail, and micro‑enterprise nonperforming loans (NPLs). It emphasizes structured resolution methodologies, robust performance management systems, and portfolio‑driven techniques that enable large‑scale transactions and market growth.
The two-day agenda is built around two technical pillars: Personal/Retail & Micro-Enterprise NPL Resolution and Valuation, Portfolio Techniques & Market Infrastructure. Day 1 will feature technical presentations and interactive discussions, including sessions on workflow design, borrower rehabilitation, performance monitoring, and valuation models. Day 2 will emphasize application and diagnosis through structured working group discussions, where participants will assess institutional workflows, valuation practices, and readiness for portfolio-based scaling. The program will conclude with group presentations, certificate awarding, and networking opportunities.
By the end of the seminar, participants are expected to strengthen operational frameworks for retail NPL resolution, improve risk management and performance monitoring systems, and enhance technical capacity in valuation and portfolio-based scaling. With bilateral meetings available upon request and certification provided for full participation, the seminar offers a focused platform for IPAF members to deepen technical expertise and build institutional capacity for sustainable, market-based approaches to NPL resolution.

Amgalan Battulga is the current Director General of the Financial Stability Department at the Bank of Mongolia, where he leads work on systemic risk assessment, macroprudential policy, bank resolution, financial sector stability, and sustainable finance. He previously served as First Deputy Chief Executive Officer of the Development Bank of Mongolia, where he worked on debt recovery, capital markets transactions, risk management, governance reform, and cooperation with international financial institutions including the Asian Development Bank, International Monetary Fund, and World Bank. Over his career, he has been involved in major sovereign and development finance transactions, non-performing loan recovery, sustainable finance frameworks, and financial sector policy reform.

Jong Woo Kang is Director of Regional Cooperation and Integration Division at the Economic Research and Development Impact Department (ERDI) of the Asian Development Bank (ADB). As director, he plays a role as an interface between ADB’s internal and external stakeholders on regional cooperation and integration. He is a seasoned economist with extensive knowledge and experience on policy and strategic issues. He was Principal Economist at ERDI, Senior Advisor to the Managing Director General of ADB and Senior Economist at Strategy and Policy Department at ADB. He leads the annual publication of Asian Economic Integration Report. Areas of his research interest include regional integration, inclusive growth, macroeconomic policies, international trade and finance, and aid effectiveness. He published articles in economics journals such as Journal of Development Economics, Journal of Applied Economics, and World Economy. Before joining ADB, he was director at Ministry of Finance and Economy of Korea until 2006. He had got his BA in economics and MA in public administration from Seoul National University, and PhD in economics from University of Washington.

Inha Shin is currently serving as a Regional Cooperation Specialist in the Economic Research and Development Impact Department of the Asian Development Bank, seconded from the Korea Asset Management Corporation (KAMCO). In her role, she leads the planning and implementation of activities for the IPAF, manages TA projects, and coordinates knowledge-sharing initiatives to strengthen regional financial cooperation.
Before joining ADB, Inha built extensive expertise at KAMCO over 8 years, specializing in distressed asset management and providing recovery support for financially vulnerable individuals and corporations. As a Manager in the Household Support Division, she was responsible for strategic planning and operational management. She also gained broad experience across KAMCO’s Maritime Investment & Finance Division and Delinquent Tax Management Division, notably contributing to the establishment and operation of USD 857 million in Shipping Funds as of 2022—an achievement that earned significant recognition within the organization.
Prior to her tenure at KAMCO, Inha gained international experience working at the Permanent Delegation of the Republic of Korea to the OECD in 2014 and at the UN Global Compact Network Korea in 2012. Inha earned her Bachelor's degree in Business Administration from Korea University and completed an exchange scholarship at Sciences Po Paris, France.

Peter Rosenkranz is a Senior Financial Sector Specialist at the Asian Development Bank (ADB), leading finance sector operations in Southeast and East Asia, including policy-based and financial intermediation lending, technical assistance, and knowledge solutions. Previously, he was an Economist in ADB’s Economic Research and Regional Cooperation Department, focusing on financial development and stability, including the macrofinancial implications of nonperforming loans and options for NPL resolution. Prior to ADB, he worked as an Advisor at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and as a Market Infrastructure Expert at the European Central Bank. Ochirkhuyag Bayraa serves as Project Manager at the Mongolia Asset Management Corporation (MAMCO), the state‑owned company responsible for resolving non‑performing loans (NPLs) and recovering distressed assets in Mongolia. He leads project planning and execution across MAMCO's operations, including NPL portfolio management, stakeholder coordination, and institutional capacity building.
In his role, he oversees the operational planning of MAMCO's participation in the IPAF network, including organizing international training seminars and coordinating with partners such as the Asian Development Bank (ADB). He also manages sponsorships, logistics, and cross‑institutional communication.
Before joining MAMCO, he worked at an NBFI in the Philippines as a Finance Director, where he was responsible for financial planning, budgeting, cash flow management, and cross‑border financial coordination. His role involved working with international partners and ensuring compliance with local and international financial standards.
Prior to that, he worked as a Project Manager at the Oyu Tolgoi mine site, overseeing an underground civil engineering project

Nidhi currently leads Regional Compliance and Risk Management and holding a Diploma in Regulatory Compliance from the International Compliance Association, Singapore. As an IBF Singapore-qualified professional, I bring strong expertise in integrating ABS and MAS regulatory requirements into standardized collection activities, policies, and procedures in Singapore and across Collectius Group.
With over 20 years of experience in recoveries across the US, Australia, the UK, and Singapore, specializing in outsourced collections for retail banks. Myeong Kwon is a manager at Korea Asset Management Corporation (KAMCO), where she works on resolving unsecured distressed assets, coordinating public auction-related policies with relevant stakeholders, and implementing support programs for small and medium-sized enterprises (SMEs).
She has a background in political science and economics and completed a Master’s degree in quantitative applied economics.
Mrs. Suwathana Rusmeerojwong is a senior financial sector executive with over 20 years of experience in NPL management, debt restructuring, and legal execution. She has advanced system-level approaches to household debt challenges in Thailand, emphasizing sustainable and inclusive financial solutions.
She is currently Executive Vice President of the Clean Loan Group at Sukhumvit Asset Management Co., Ltd. (SAM), overseeing retail and unsecured loan resolution strategies, including Social AMC initiatives for vulnerable and low-income borrowers. Her work supports national efforts to strengthen household resilience, promote inclusion, and ensure financial stability.
Previously, she served as First Vice President of the Unsecured Loan Management Service Department, leading Thailand’s flagship Consumer Debt Relief Program (“Debt Clinic by SAM”), which has assisted over 350,000 accounts and restructured debt portfolios worth USD 700+ million (THB 27 billion).
Earlier, she held senior roles in corporate debt restructuring and legal execution, managing complex NPL portfolios, multi-party negotiations, asset liquidations, and tailored restructuring solutions.
Mrs. Suwathana holds an MSc in International Business from London South Bank University, UK, and a BBA in Finance and Banking from Assumption University, Thailand.

His prior professional experience includes legal advisory work in the construction industry, where he oversaw contract management and regulatory compliance, as well as practice at a private law firm, covering corporate law, dispute resolution, and cross border transactions.
Mr. Xu Haoran serves as a Valuation Specialist in the Consumer Finance Department of ZSAMC. His work focuses on the full-lifecycle valuation of personal non-performing loan portfolios, integrating big data analytics, machine learning, and quantitative pricing frameworks to support acquisition decisions, dynamic post-investment revaluation, and disposition strategy optimization.
