Lkhagvasuren Byadran, Governor of the Central Bank of Mongolia, overseeing monetary policy, financial stability, digital innovation, and fintech initiatives through the member on both the Monetary Policy and the Financial Stability Boards. He served as the Deputy Governor, Director-General of the Banking Supervision Department and the Director-General of the Payment and Information Technology Department. He also previously served as a financial sector advisor for the Asia-Pacific region at the World Bank.
He also established Deposit Insurance Corporation of Mongolia (2013–2016) and served as its Chief Executive Director, while acting as Vice President of the Mongolian Bankers Association.

Albert F. Park is Chief Economist of the Asian Development Bank (ADB) and Director General of its Economic Research and Development Impact Department. He is chief spokesperson on economic, and development trends and leads the production of ADB’s flagship knowledge products and support for regional cooperation fora.
Mr. Park has more than 2 decades of experience as a development economist and is a well-known expert on the economy of the People’s Republic of China. He has worked on a broad range of development issues including poverty and inequality, intergenerational mobility, microfinance, migration and labor markets, the future of work, and foreign investment.
Mr. Park is Chair Professor of Economics, Social Science, and Public Policy at HKUST (on leave). He served as a founding director of HKUST’s Institute for Emerging Market Studies and Center for Economic Policy and previously held faculty positions at the University of Oxford and University of Michigan. A national of the United States, he received his bachelor’s degree in economics from Harvard University and his doctorate in applied economics from Stanford University.

Shannon Cowlin currently serves as the Country Director at Mongolia Resident Mission of the Asian Development Bank (ADB). She leads ADB’s operations in Mongolia with an active portfolio of around $1.8 billion and serves as a primary liaison for ADB with government, private sector, development partners, and civil society in Mongolia. Mrs. Cowlin also supervises the implementation of ADB's forthcoming program in line with the current Country Partnership Strategy, 2021-2024, and will oversee preparation of the next strategy to be implemented from 2025.
Shannon has a diverse and multifaceted background with more than twenty-four years of professional experience in energy, environment, and climate change with a focus on emerging economies for more than 15 years. Mrs. Cowlin joined ADB in January 2013 and has progressed through different positions in charge of programming, processing and administration of projects, and knowledge work. In her most recent role as a Principal Energy Specialist of ADB’s East Asia Department, she was leading clean energy and climate change policy dialogue and programs in Mongolia. She has been based out of Mongolia Resident Mission since September 2021. She possesses strong operational expertise including investment projects as well as policy and knowledge support covering energy, climate, and environment, air quality, public health, and energy-food-water nexus.
Prior to joining ADB, she was a manager at the National Renewable Energy Laboratory in the United States (US) where she led US–India and South Asia regional energy collaboration on behalf of various US government and multilateral agencies.
A national of the United States, Ms. Cowlin holds a master’s degree in environmental health sciences and a bachelor’s degree in environmental engineering sciences from the University of California, Berkeley in the United States.

Maha is Centre Head, BIS Innovation Hub Singapore. The centre develops public goods in the technology space to support central banks in how they discharge their roles in a digital economy and improve the financial system using novel ideas and emerging technologies.
Prior to this, Maha was Head of Department for Early and High Growth Oversight leading the Financial Conduct Authority’s (FCA) response to the Kalifa review of Fintech. A Senior Leadership Team member, she is setting up this new department from the ground up as part of the FCA’s strategy. She joined the FCA in 2017 to set up the first Payments Department and was responsible for crafting and implementing the FCA supervisory strategy for the UK Payments Sector.
Maha served as Chief Payments Officer at Pay.UK on secondment from the FCA, responsible for running the payments operations of BACS, Faster Payments, Image Clearing Services and related managed services.
Maha has a keen interest in observing and participating in the many exciting changes that are unfolding in the financial services, innovation and fintech environment. She is particularly interested in safe and responsible innovation and is the author of the book ‘Fintech Regulation in Practice’. A book that helps the fintech ecosystem navigate the complexities and opportunities of regulation.

Jong Woo Kang is Director of Regional Cooperation and Integration Division at the Economic Research and Development Impact Department (ERDI) of the Asian Development Bank (ADB). As director, he plays a role as an interface between ADB’s internal and external stakeholders on regional cooperation and integration. He is a seasoned economist with extensive knowledge and experience on policy and strategic issues. He was Principal Economist at ERDI, Senior Advisor to the Managing Director General of ADB and Senior Economist at Strategy and Policy Department at ADB. He leads the annual publication of Asian Economic Integration Report. Areas of his research interest include regional integration, inclusive growth, macroeconomic policies, international trade and finance, and aid effectiveness. He published articles in economics journals such as Journal of Development Economics, Journal of Applied Economics, and World Economy. Before joining ADB, he was director at Ministry of Finance and Economy of Korea until 2006. He had got his BA in economics and MA in public administration from Seoul National University, and PhD in economics from University of Washington.

Hoe Jeong Kim served as the Standing Audit Commissioner at Korea Exchange from 2020 to 2023. Before this, he was the Deputy Minister for International Affairs at the Ministry of Economy and Finance from 2019 to 2020. Mr. Kim also held the position of Alternate Executive Director for the Asia and the Pacific Constituency at the IMF from 2018 to 2019, and at the World Bank Group from 2016 to 2018. From 2011 to 2015, Mr. Kim was a Director-General at the Ministry of Economy and Finance, Statistics Korea, and the Presidential Council for Future and Vision. He also served as Director for the Customs Policy Division at the Ministry of Economy and Finance from 2007 to 2010, and as First Secretary for Economic and Financial Affairs at the Korean Embassy in Moscow from 2003 to 2006.

Rachita Gulati joined the Asian Development Bank Institute (ADBI) as a Research Fellow in May 2024. She is also a faculty member at the Indian Institute of Technology (IIT) Roorkee, India. Previously, she held the prestigious Subir Chowdhury Visiting Fellowship (2017–2018) at the London School of Economics and Political Sciences. She has also served on the faculty at the Indian Institute of Management (IIM) Kashipur. With over 15 years of academic and research experience, she specializes in banking and financial institutions, regulation and financial stability, corporate governance, inclusive banking, bank digitalization, applied econometrics, and efficiency and productivity analysis. She has led and coordinated several policy-oriented research projects in collaboration with central banks and prominent think tanks across South Asia, Southeast Asia, and East Asia.
Rachita has contributed to studies funded by the Reserve Bank of India, the State Finance Commission of Haryana, the Ministry of Tribal Affairs, and the Indian Council of Social Science Research (ICSSR), among others. She is involved in several national and international academic associations. Borkhuu Gotovsuren is a Division Chief of the Risk Assessment Division at the Bank of Mongolia, specializing in banking regulation and financial stability. He has extensive experience in implementing international capital standards (Basel II & III), conducting asset quality reviews, and developing banking regulations and legislation. His work and expertise include risk management framework, banking supervision, macro stress testing, climate-related financial risk assessment, and collaborations with other central banks and international organizations including the IMF, World Bank, EBRD in these areas. He holds an M.A. in Banking and Finance from the University of St. Gallen and a B.B.A. from the National University of Mongolia.

Inha Shin is currently serving as a Regional Cooperation Specialist in the Economic Research and Development Impact Department of the Asian Development Bank, seconded from the Korea Asset Management Corporation (KAMCO). In her role, she leads the planning and implementation of activities for the IPAF, manages TA projects, and coordinates knowledge-sharing initiatives to strengthen regional financial cooperation.
Before joining ADB, Inha built extensive expertise at KAMCO over 8 years, specializing in distressed asset management and providing recovery support for financially vulnerable individuals and corporations. As a Manager in the Household Support Division, she was responsible for strategic planning and operational management. She also gained broad experience across KAMCO’s Maritime Investment & Finance Division and Delinquent Tax Management Division, notably contributing to the establishment and operation of USD 857 million in Shipping Funds as of 2022—an achievement that earned significant recognition within the organization.
Prior to her tenure at KAMCO, Inha gained international experience working at the Permanent Delegation of the Republic of Korea to the OECD in 2014 and at the UN Global Compact Network Korea in 2012. Inha earned her Bachelor's degree in Business Administration from Korea University and completed an exchange scholarship at Sciences Po Paris, France.

As Commissioner, he was concurrently designated as a Board Member of the ASEAN Taxonomy Board, Co-Chair of the Sustainable Finance Working Group of the ASEAN Capital Market Forum (ACMF) and Co-Chair of the ASEAN Working Committee on Capital Market Development (WC-CMD). With over a decade of experience spanning audit, financial advisory, and asset management, Mr. Shin has developed deep expertise in optimizing distressed asset portfolios and guiding underperforming companies toward recovery.
He began his career at PwC Korea in 2010, conducting audit engagements and NPL valuations under both K-IFRS and IFRS frameworks. He then advanced to KPMG Korea's restructuring team as a Manager, where he provided valuation and advisory services for NPL transactions and corporate turnaround efforts. In 2016, he joined Hana F&I Inc., contributing to investment strategies and post-acquisition management before establishing foundational NPL investment procedures at Kiwoom F&I Inc., including research into China's NPL market and the creation of specialized restructuring funds.

His prior professional experience includes legal advisory work in the construction industry, where he oversaw contract management and regulatory compliance, as well as practice at a private law firm, covering corporate law, dispute resolution, and cross-border transactions.

Zhi Bang Tan serves as the Group Chief Financial Officer (CFO) of Longan Group, a leading debt management company with AUM of USD 345 million in South-East Asia. Zhi Bang heads the Finance and Accounting division of the Group and is based in the Singapore office. He also serves as the Chief Executive Officer (CEO) of Indonesia business. He plays a pivotal role in steering Longan Group through various phases of growth, expansion and restructuring.
Prior to joining Longan Group, Zhi Bang held senior finance position at Sportshub Pte Ltd (now known as Kallang Alive Sport Management Co Pte. Ltd.), a 35-hectare public-private partnership that is anchored by the National Stadium, Singapore Indoor Stadium, aquatics facility, indoor sports hall, water sports centre, public sports facilities, and retail. He gained extensive expertise in financial analysis, risk management, cash and liquidity management, operating period budget and modelling, contractual reporting to Lenders and Government and capital allocation strategies.
